Why is the ceiling below being opened when the leak was outside?
Because the failure is in the wall, not on the lawn. The supply passes through the rim joist to reach the exterior, so a split there empties into the joist cavity and runs along the band before it drops. The wet area is the cavity, and reaching it means opening the ceiling under it.
Can the rim insulation be dried rather than replaced?
Rarely. Fibrous insulation in a rim cavity holds water against the sill plate and gives it up very slowly in a space with almost no air movement. It is usually removed so the framing behind it can be dried and read, and it is replaced as part of the rebuild rather than the drying.
