Usually not. Restoration prices drying the structure and replacing what was ruined; correcting soil movement under a floor is separate work by a separate trade. Expect two estimates, and expect a policy to look at them as two different questions. What any particular policy says about either is for the carrier to determine.
The tile looks fine. Why is it on the removal list?
Because the question is what is under it. A slab can be dried, but the setting bed, the substrate and any underlayment often cannot be brought back to a dry standard with the covering in place. Ask which reading put that line on the estimate, and what the rebuild figure attached to it is.
Does calling during a busy storm week change what it costs?
Not the rates, but sometimes the total. Equipment is billed by unit and by day, and when local demand is high a job may run with fewer units for longer. It is worth asking what the estimate assumes about unit count and what happens to the day count if fewer machines are available.
