The pipe froze in a floor that is inside the house. How?
Because that part of the floor is not inside anything. A cantilevered bay projects past the foundation with open air beneath it, so a supply run through it is exposed on three sides regardless of how warm the room above is. The insulation in that bay is what protects it, and it is frequently thin or displaced.
Why is the work being done from outside?
Because there is no way in from within. A projecting floor has no crawl space below it and often no ceiling beneath, so the wet assembly is opened from underneath, from a slope, with staging. That is access labor rather than drying, and it should be its own line on the estimate.
Can the insulation simply be replaced and the floor left alone?
Only once the framing behind it reads dry. Wet insulation is removed either way, but the decision that matters is whether the joists and subfloor above it reach a dry standard or come out. Ask for those readings specifically, because that is the line between a modest job and a floor replacement.
