There is a leak under the slab. Why can it not just be dug out?
Because the slab is under tension. Steel cable runs through it carrying load, and cutting it is structural work requiring an engineer rather than a demolition saw. The usual answer is to abandon the buried line and reroute the supply overhead, which is a plumbing decision the restoration scope then follows.
Does the floor still have to come up?
Often some of it. Even where the line is rerouted, the slab and whatever covers it have been wet and have to be read and dried, and coverings over a wet slab frequently cannot be returned to service. Ask which flooring is coming up for access and which is coming up because it is ruined.
Is a slab leak covered?
Policies commonly treat the damage caused by the escaping water differently from the cost of getting at and fixing the pipe itself, and the two are often answered separately. Which parts apply to a particular property is for the carrier to establish. Ask the contractor to keep those costs on separate lines from the start.
