Half the floor is dry and half is not. Is that normal?
In a house built this way, yes. A partially excavated footprint puts a basement under one part and a crawl under the rest, and the two hold and release moisture differently. Equipment stays until the slower half reaches its dry standard, so the finished-looking half will sit with machines in it for a while.
Does the crawl half cost more?
Per area, usually. There is less to replace down there, but setting and monitoring equipment in a space with no standing room is slower, and the readings have to be taken from within it. Ask for the crawl portion as a separate figure so the two halves can be compared.
Water collected where the foundation steps down. Why there?
Because that is the low point and the discontinuity. A change in foundation level gives water somewhere to pool and gives the framing on both sides of it prolonged contact. It is worth asking for readings taken specifically at the step rather than only in the open floor either side.
