No, and the distinction matters. Water that arrived from outside and entered through a foundation wall is generally a different question for a policy than a supply line that failed inside the house. The restoration work is similar; the coverage question is not, and the carrier decides which applies.
Why is a walk-out more expensive than a standard basement?
Because more of it is finished. A walk-out lower level is usually built out as living space to the same standard as the floors above, with flooring and trim carried to the slab. That puts the highest removal share in the house at the point water reaches first when it comes down a slope.
Does correcting the drainage belong in the same estimate?
It is separate work and usually a separate trade. Restoration prices drying the structure and replacing what was ruined; regrading, extending drains or reworking a window well is site work. Expect two documents, and expect a policy to treat the site work as the homeowner's own improvement.
