Because there is no subfloor to hold it. Board floors of this age are a single layer laid on joists, so water finds the gaps and drops straight through instead of spreading across the room. The room where it happened often shows very little; the space beneath it shows all of it.
Can original plank flooring be saved?
Frequently, and it is usually worth the attempt. Solid timber dries, it can be weighted and monitored as it does, and replacing it means matching nineteenth-century material at specialist rates. That trade — longer drying against a much larger rebuild figure — is the main decision on a loss in a building this old.
Why does the estimate start with the room below?
Because that is where the water went. Scoping from the point of release understates the job in a building with no subfloor, so the readings that matter are taken beneath the floor rather than on it. Ask that the lower space be read and scoped before any figure is agreed.
