Contact time rather than volume. A slow discharge running for weeks saturates subfloor and framing as thoroughly as a burst pipe found in an hour, and material that has been wet that long does not come back inside an equipment run. Ask which readings put each item on the removal list.
Does treated or salted water change the work?

Does the softener itself get replaced as part of the job?
Not by a restoration contractor. Treatment equipment that has failed is a plumbing item, assessed and replaced by that trade on its own estimate, and the two documents are usually settled separately.
