That is a question with more than one party in it, and usually more than one policy. A contractor can scope and price the work as one job; responsibility for the failed component and for the damage it caused is settled between the owners, whoever maintains the common ground, and their carriers. Get the scope in writing first.
Does it matter that the water came from outside the house?
For coverage, frequently yes. Policies generally treat water that entered through a foundation wall differently from a supply line failing inside the building, even when the source was a pipe.
