That is a question with more than one party in it, and usually more than one policy. A contractor can scope and price the work as one job; responsibility for the failed component and for the damage it caused is settled between the owners, whoever maintains the common ground, and their carriers. Get the scope in writing first.
Does it matter that the water came from outside the house?
For coverage, frequently yes. Policies generally treat water that entered through a foundation wall differently from a supply line failing inside the building, even when the source was a pipe. Which provision applies to a particular loss is for the carrier to establish, so the cause is worth documenting carefully.
What should be recorded before anything is cleaned up?
Where the water came from, where it entered, and when. Photographs of the source and of the path it took matter more here than in an ordinary loss, because responsibility turns on them and the evidence disappears as soon as the ground dries and the extraction starts.
