The basement was unfinished. Is that a cheap loss?
The structure is, and the contents may not be. A bare slab and framed walls dry quickly with few machines, so mitigation is modest. What sits on the floor is a separate matter, handled by a different process and often under a different part of a policy, so ask for contents as its own figure from the start.
How are stored contents handled?
Usually inventoried, then sorted into cleanable, restorable and lost. That work is priced by item or by the hour rather than by area, so it does not appear on the structural estimate at all. Getting the inventory started early matters more than it sounds, because the sort is easier before anything sits wet.
Why is framing still being dried when the slab reads dry?
Because bottom plates sit on the slab and wick from it. Timber in contact with a wet floor holds moisture after the surface has gone, and drywall added later over a wet plate creates a problem that is invisible until it is expensive. Ask for the plate readings specifically rather than the room average.
