The floor is only a few years old. Why can it not be dried?
Because of what is under the surface. Engineered plank and laminate sit on particleboard or OSB, and those swell irreversibly once saturated: the material does not return to dimension however long equipment runs. It is removed as a matter of course rather than metered, which is why that line rarely has a reading beside it.
Which half of the bill is bigger on a newer house?
Usually the rebuild. Newer framing and drywall dry quickly, so the mitigation figure tends to be modest, but the finishes that came out are replaced at current material prices and to whatever specification the homeowner chooses. Ask for the two figures separately; a single total mixing them is difficult to compare.
